29.  Second supplementary memorandum submitted by the Association of Chief Police Officers of England, Wales and Northern Ireland

  I am responding on behalf of the Association of Chief Police Officers to your request for further information on Career Breaks, which you have termed "Sabbaticals". I am aware that you sent the same request to the HMIC and as a result I have been in close liaison with them and have had sight of the response from Sir Keith Povey to yourself.

  ACPO would therefore like to confirm that it fully supports the comments made by Sir Keith and to reiterate that the Association has not had any call to review or discuss the question of career breaks at a national level and believes that the policies introduced by forces are working well.

  The Association would, however, wish to confirm its support for career breaks as such a policy demonstrates a positive means by which staff can be assisted with their personal development. In addition, career breaks are viewed by the Association as an effective means of retaining experienced and skilled staff who might otherwise leave if the flexibility of a career break was not afforded them.

  In all other respects, ACPO supports the comments articulated by HM Chief Inspector of Constabulary.
