38.  Supplementary memorandum submitted by Centrex

  I write in response to your e-mail dated 10 November 2004 that sought comments to the white paper "Building Communities, Beating Crime" published on 9 November 2004.

  This response is generalised and brief in order to meet your specific deadlines. I have also taken the opportunity to consult with members of the Centrex Board. I am able to say that Centrex is in broad agreement with the thrust of the white paper and that Centrex is able to support many of the proposals outlined in the paper. As we continue to focus on the dynamic and fast changing environment, we have a desire to support and help develop the changing face of policing in its widest context. Centrex wishes to be at the forefront of these developments and help drive improvement in policing.

  There is much that Centrex can offer in support of the continuing reform agenda. These are detailed in an Annex to this letter.

  You will recognise that some items on this list form part of current work, others are aspirational, but would support the police reform programme with the correct mandate.

  Our focus in the future is to be able to offer solutions rather than be a passive organisation. To this end we are currently developing programmes of work that support the key areas identified within the white paper including neighbourhood policing, investigative performance, management of risk in critical incidents, leadership and intelligence management.

  Centrex wishes to remain a central driver supporting and helping policing both nationally and internationally, and will continue to develop its ability to be flexible to support the demands of the reform agenda.
