45.  Supplementary memorandum submitted by Hertfordshire Police Authority

  Hertfordshire Police Authority (HPA) has not yet agreed a full response to the White Paper but members met on Friday 26 November and discussed the following points.

  HPA welcomes the provision in the White Paper to review the partnership provisions of the Crime and Disorder Act 1998. A significant part of this Authority's response to the Green Paper was to urge that we concentrate on making CDRPs work well. The major issues are:

  1.  to "mainstream" the work of CDRPs. One step would be to ensure that District and County Community Safety Strategies are endorsed by the respective District Council or County Council. The next step would be to mainstream the work into Health Service priorities but this may take longer;

  2.  to further reduce the democratic deficit on CDRPs. This could be achieved by appointing District Council members ( District Council officers now sit on CDRPs); and

  3.  to ensure accountabilty, the respective District Council or County Council should scrutinize the work of each CDRP.
