Memorandum by The City of York Council Labour Group (VOT 34)

  It is important that the democratic option of postal voting is maintained as many people are unable to be present at the polling booth on a particular day due to various important reasons and postal voting avoids the disenfranchisement of these electors.

  The security of postal voting could be improved. There needs to be active scrutiny by independent observers at all stages of the processing of postal votes; after they have been mailed by voters to ensure the process is both democratic and secure. We believe that the individual registration of voters is essential to this process.
