  A major new roundabout is about to be constructed in the middle of a rural area of complete darkness, currently unlit. Local constituents and the Parish Council of Wendens Ambo over one year ago pleaded in writing for the roundabout to have sensitive street lighting (to avoid light pollution) and minimum signage (to avoid clutter).

  Essex County Council did not respond over the ensuing year. Only after chasing by the Parish Council when notices suddenly appeared on poles this Christmas did ECC provide scheme plans—one week before construction was due to start!

  The plan reveals for the first time that 19 x 10m high lamp standards and 19 road signs are to be installed; this for the junction of three B classified roads, two of which have 50 mph limits imposed.

  Residents' letters of protest have brought peremptory dismissal by Essex County Council on the basis that they have no need to consult on highway matters, and Uttlesford District Council state they have no jurisdiction. CPRE protests have been similarly dismissed.

  As constituents, we have earnestly provided suggestions based on our experience of accidents here over the past 40 years in order to help officials in their decision-making and a desire for an environmental impact assessment to be conducted based on our respect for the nature of the area. We have had no impact whatsoever; no consultation let alone participation in the decision making.
