Supplementary memorandum by the National Coastwatch Institution (SAR 14B)

SEARCH AND RESCUE

  National Coastwatch is concerned by some comments and answers given by MCA to questions 331-337 in the uncorrected transcript.

  Q331/2/3. MCA answers are contradictory.

  No need for lookouts but NCI is not wasting its time?

  The coastline cannot be properly surveyed from MCA call centres. A visual watch is needed where possible.

  We assume that NCI staff are included in the many reports from "members of the public" referred to. Over 150 were from NCI.

  MCA is but one of several organisations to which NCI responds.

  Q334 MCA ceased its visual watch on the coast amidst much protest. NCI fills this function and will expand at no cost to the public purse. Our presence is appreciated by local Coastguards, Customs, Police, fishermen, local and harbour authorities and Lifeboat crews. Additionally, the public, whose increasing leisure use of the coast is significant.

  Q335 Training is not given to NCI by MCA. The NCI training synopsis is appraised and agreed with MCA. (Another contradiction).

  Q336 Contradictions and inaccuracies are the cause of cooler relationships at management level.

  Q337 The dispute over Stations will continue. A reply to questions formally placed with MCA is awaited. The issue is wider than two Stations. No consultation was ever made with NCI over feasibility studies. What are these?

  We challenge the MCA comments and answers. Over 1000 trained NCI staff will be, justifiably, upset by the attitude reflected in MCA replies to these questions from the Committee.
