Select Committee on Welsh Affairs Written Evidence

Annex A

HOUSE OF COMMONS WELSH AFFAIRS COMMITTEE INQUIRY INTO MANUFACTURING AND TRADE IN WALES

WRITTEN QUESTIONS FROM THE CLERK OF THE COMMITTEE

2  (a)  Why is science not a devolved area and what impact does this have on the manufacturing sector in Wales?

Science has not been designated a devolved area by the Government. This reflects the national importance of structures of scientific research and activity by the Research Councils UK, generally, which is UK wide.

We are not aware of any studies done on the impact of scientific spend on manufacturing sector in any of the devolved administrations or individual English regions. I refer to Annex 1 of RCUK's response, which shows the regional dispersion of Research Council granted resources. However there is no breakdown of the proportion that individual sectors receive.

3  (a)  Does the pattern reflect the numbers of academics working in each region nor are there areas which under/over perform per capita?

Please see sheet RCInst v Academs v capita. This is as far as we can go with the regional breakdowns for this question. There does seem to be a close relation, as you might expect between the total proportion in each region of researchers and research council grants but also between total researchers and gross value added. Numbers of Research Council institutes per region seem to stand alone however.
