TAKE-UP: ESTIMATED UNCLAIMED AMOUNTS

  1.  Tables 1 and 2 below are based on our latest estimates. The first contains a percentage distribution by all pensioners, single males and female pensioners and pensioner couples of unclaimed amounts of Minimum Income Guarantee, by size of weekly entitlement.

  2.  Table 2 shows for Minimum Income Guarantee eligible non-claimants, a percentage distribution of total unclaimed amounts of income-related benefits ie Minimum Income Guarantee, Housing Benefit and Council Tax Benefit, by size of weekly entitlement, according to the three groups of pensioners.

  3.  Tables 3 and 5 show a percentage distribution of total unclaimed amounts of Housing Benefit and Council Tax Benefit among entitled non-recipients of Housing Benefit and Council Tax Benefit respectively, by size of weekly entitlement.

  4.  Table 4 shows for Housing Benefit pensioner eligible non-claimants, a percentage distribution of total unclaimed amounts of income-related benefits ie Minimum Income Guarantee, Housing Benefit and Council Tax Benefit, by size of weekly entitlement.

  5.  Table 6 shows for Council Tax Benefit pensioner eligible non-claimants, a percentage distribution of total unclaimed amounts of income-related benefits ie Minimum Income Guarantee, Housing Benefit and Council Tax Benefit, by size of weekly entitlement.

Notes to table
1.  To allow a reliable breakdown by pensioner groups estimates are based on a combination of two years' worth of data. Therefore estimates may differ from published statistics.
2.  Estimates have not been corrected for the biases that may be inherent in modelling entitlement to income-related benefits and so should be treated with some caution. In particular a significant proportion of those appearing to entitled non-recipients (ENRs) of Minimum Income Guarantee will not be true ENRs, and a significant proportion of true entitled non-recipients will not be captured in our modelling.
3.  Because of these uncertainties, breakdowns are presented as percentages rather than numbers of ENRs.

4.  The table shows bands of total unclaimed entitlement. For example band £(30-39) per week would include a pensioner entitled non-recipient of Minimum Income Guarantee claiming £20 Housing Benefit but not claiming £25 Minimum Income Guarantee and £10 Council Tax Benefit.

As at 30 September 2004 there were 11,435 ethnic minority staff in DWP out of a total of 133,932 staff giving an ethnic minority representation rate of 8.5%. It should be noted that these figures exclude all casual staff and those on any form of long term unpaid leave ie unpaid sick leave, maternity leave without pay and career breaks.
