about the electoral arrangements proposed in the Bill; and because the Bill fails to provide for a referendum on the introduction
of the Orders in Council mechanisms for conferring enhanced legislative powers on the National Assembly for Wales.

The First Report from the Welsh Affairs Committee, Session 2005–06, on the Government White Paper: Better Governance for Wales,
HC 551, is relevant.
