   That—
1.   
the draft Budget (Northern Ireland) Order 2006 be referred to the Northern Ireland Grand Committee;
2.   
the Committee shall meet at Westminster on Tuesday 7th February at four o’clock; and
3.   
at that sitting—
(a)   
the Committee shall take questions under Standing Order No. 110 (Northern Ireland Grand Committee (questions for oral answer)), and shall then consider the instrument referred to it under paragraph (1) above; and
(b)   
at the conclusion of those proceedings, a motion for the adjournment of the Committee may be made by a Minister of the Crown, pursuant to paragraph (5) of Standing Order No. 116 (Northern Ireland Grand Committee (sittings)).

   Amendment (No. 110) proposed, in page 57, line 13, to leave out subsection (3) and insert the words—
‘(3)   
The Secretary of State must—
(a)   
within the period of 120 days beginning immediately after the day upon which it is received consult upon—
(i)   
the voting system, and
(ii)   
the number of Assembly members
   
of an Assembly after the Assembly Act provisions have come into force, and
(b)   
within the period of 180 days after the end of the consultation—
(i)   
lay a draft of a statutory instrument containing an Order in Council under section 102(1) before each House of Parliament, or
(ii)   
give notice in writing to the First Minister of the Secretary of State’s refusal to do so and the reasons for that refusal.’.—(Ian Lucas).
