   That the Order of 25th January 2006 (Merchant Shipping (Pollution) Bill [Lords] (Programme)) be varied as follows:
   1.   Paragraphs 4 and 5 of the Order shall be omitted.
   2.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion two hours after the commencement of proceedings on the motion for this Order.
   3.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion three hours after the commencement of proceedings on the motion for this Order.
The Speaker will put the Question not later than 45 minutes after proceedings begin (Standing Order No. 83A(8)).

STRATEGY FOR THE PROTECTION AND CONSERVATION OF THE MARINE ENVIRONMENT

   That this House takes note of European Union Documents No. 13759/05, and Addendum 1, Draft Council Directive establishing a Framework for Community Action in the field of Marine Environmental Policy (Marine Strategy Directive), and No. 13700/05 and Addendum 1, Commission Communication: Thematic strategy on the protection and conservation of the marine environment; and agrees with the Government’s view that there is considerable uncertainty over the benefits, costs and effectiveness of the proposed Directive.
