   Bill to make provision for local authorities to submit plans to the Secretary of State in connection with promoting the sustainability of local communities; to provide for parish councils and other persons to participate in the formulation of such plans; to provide for the Secretary of State to assist local authorities in promoting sustainable communities; to specify the indicators by which the sustainability of local authorities may be measured; and for connected purposes.
