NEW CLAUSESGuidance to distributing bodies
Mr Don Foster NC1 To move the following Clause:
"27A Guidance to distributing bodies (1) The Secretary of State shall issue guidance to the distributing bodies on the distribution of lottery funds, including reference to
(2) Before issuing guidance under subsection (1), the Secretary of State must consult
(3) Guidance issued under subsection (1) must have regard to the 1998 Compact between the Government and the Voluntary and Community Sector. (4) Guidance under subsection (1) shall not be issued unless a draft has been laid before and approved by resolution of each House of Parliament. (5) The distributing bodies shall report from time to time on how the guidance issued under subsection (1) has been taken into account.".'.
Distributing bodies: criteria for distribution
Mr Hugo Swire NC2 To move the following Clause:
"(1B) In determining how to distribute money in accordance with subsection (1) a body shall have regard to maintaining the reputation of the National Lottery and the distributing bodies.".'.
ORDER OF THE HOUSE [14th JUNE 2005]That the following provision shall apply to the National Lottery Bill:
Commital 1. The Bill shall be committed to a Standing Committee.
Proceedings in Standing Committee 2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 20th October 2005.3. The Standing Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading 4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day. 6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
Other proceedings 7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed.
