    '(9A)   For the purposes of this section, "original determination" means the amount of earnings on which the employer originally determined that he would pay national insurance contributions or to decisions made by Officers of the Board of Her Majesty's Revenue and Customs under section 8 of the Social Security Contributions (Transfer of Functions, etc.) Act 1999 and excludes matters determined by Commissioners, a tribunal or a court.'.

Amalgamation of income tax and national insurance

To move the following Clause:—

'The Treasury shall make a report, to be placed in the Library of the House of Commons, setting out options for the amalgamation of income tax arising from an employment and national insurance contributions.'.


ORDER OF THE HOUSE [27TH OCTOBER]

That the following provisions shall apply to the National Insurance Contributions Bill:

Committal

    1.   The Bill shall be committed to a Standing Committee.

Proceedings in Standing Commitee

    2.   Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 17th November 2005.

    3.   The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6.   Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.
