‘(1A)    

In the case of a statement directed to the commission, preparation or instigation

 

of any such act outside the United Kingdom, no offence under this section shall

 

be committed, if the statement relates solely to the use of force to resist or

 

confront the armed or security forces of the country concerned in order to bring

 

about a change in government or government policy in a country where free and

 

fair elections by secret ballot are not held at reasonable intervals under conditions

 

which ensure the free expression of the opinions of the people of that country in

 

the choice of their government.’.
