‘The Secretary of State shall make regulations providing that any employer

 

employing fewer than 50 persons may transfer to the Secretary of State

 

responsibility for the administration of payments to that person’s employees of—

 

(a)    

statutory maternity pay,

 

(b)    

adoption pay,

 

(c)    

additional statutory paternity pay, and

 

(d)    

ordinary paternity pay.’.

‘The Secretary of State shall review and publish a report on the effectiveness of

 

regulations made under—

 

(a)    

sections 80AA and 80BB of the Employment Rights Act 1996, and

 

(b)    

sections 171ZEA to 171ZEE of the Social Security Contributions and

 

Benefits Act 1992,

 

every year in which the regulations are in force beginning 12 months after the

 

regulations are made.’.
