Allocation of funds

To move the following Clause:—

    '(1)   The Secretary of State shall appoint a panel of not less than four and not more than six experts to recommend the sums of money to be allocated to the Welsh Consolidated Fund.

    (2)   The Secretary of State shall publish in full the terms of any recommendations made under subsection (1).

    (3)   The panel shall have regard to—

      (a) the principle of fairness,

      (b) the principle of transparency, and

      (c) the particular needs of Wales.'.


Business scheme

To move the following Clause:—

    '(1)   The Welsh Ministers must make a scheme ("the business scheme") setting out how they propose, in the exercise of their functions, to take account of the interests of business.

    (2)   The business scheme must specify how the Welsh Ministers propose—

      (a) to carry out consultation about the exercise of such of their functions as relate to matters affecting the interests of business, and

      (b) to consider the impact of the exercise of their functions on the interests of business.

    (3)   The Welsh Ministers—

      (a) must keep the business scheme under review, and

      (b) may from time to time remake or revise it.

    (4)   Before making, remaking or revising the business scheme, the Welsh Ministers must consult such organisations representative of business (including trade unions) and such other organisations as they consider appropriate.

    (5)   The Welsh Ministers must publish the business scheme when they make it and whenever they remake it; and, if they revise the scheme without remaking it, they must publish either the revisions or the scheme as revised (as they consider appropriate).

    (6)   If the Welsh Ministers publish a scheme or revisions under subsection (5) they must lay a copy of the scheme or revisions before the Assembly.

    (7)   The Welsh Ministers must—

      (a) within the period of two years beginning with the day on which the business scheme is first made, and

      (b) subsequently at intervals of no more than two years,

    publish a report of how the proposals set out in the business scheme have been implemented.

    (8)   The Welsh Ministers must lay before the Assembly a copy of each report published under subsection (7).'.

To move the following Clause:—

    'No Order in Council under section 102 (1) (other than the first such Order in Council) may be made until four years have elapsed after the referendum held by virtue of the previous Order in Council under subsection (1).'.


ORDER OF THE HOUSE [9th JANUARY 2006]

    That the following provisions shall apply to the Government of Wales Bill:

Committal

    1.   The Bill shall be committed to a Committee of the whole House.

Proceedings in Committee

    2.   Proceedings in Committee of the whole House shall be completed in three days.

    3.   The proceedings shall be taken in the following order: Clauses 92 and 93, Schedule 5, Clauses 94 to 102, Schedule 6, Clauses 103 to 107, Schedule 7, Clauses 108 to 115, Clauses 1 and 2, Schedule 1, Clauses 3 to 27, Schedule 2, Clauses 28 to 58, Schedule 3, Clauses 59 to 87, Schedule 4, Clauses 88 to 91, Clauses 116 to 144, Schedule 8, Clauses 145 to 148, Schedule 9, Clauses 149 to 159, Schedule 10, Clauses 160 and 161, Schedule 11, Clause 162, Schedule 12, Clauses 163 to 165, new Clauses, new Schedules, remaining proceedings on the Bill.

    4.   The proceedings shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the third day.

    5.   Standing Order No. 83B (Programming committees) shall not apply to the proceedings on the Bill in Committee of the whole House.

Consideration and Third Reading

    6.   Proceedings on consideration and Third Reading shall be completed in two days.

    7.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the second day.

    8.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    9.   Standing Order No. 83B (Programming committees) shall not apply to the proceedings on consideration and Third Reading.

Other proceedings

    10.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.


GOVERNMENT OF WALES BILL (PROGRAMME) (NO.2)

    That the Order of 9th January 2006 (Government of Wales Bill (Programme)) be caried as follows:

    1.   Paragraphs 6 to 8 shall be omitted,

    2.   Proceedings on consideration and Third Reading shall be completed in two days.

    3.   Proceedings on consideration shall be taken on each of those days as shown in the first column of the Table and in the order so shown.

    4.   Each part of those proceedings shall (so far as not previously concluded) be brought to a conclusion at the time specified in relation to it in the second column of the Table.

    5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the second day.
