CONSIDERATION OF BILL


INTERNATIONAL DEVELOPMENT (REPORTING AND TRANSPARENCY) BILL, AS AMENDED

NEW CLAUSES

Amendment of the International Development Act 2002

To move the following Clause:—

    '(1)   The International Development Act 2002 (c. 1) is amended as follows.

    (2)   In section 7 (terms on which assistance is provided)—

      (a) in subsection (1), after the first word "may", insert the words ", subject to subsection (1A),";

      (b) after subsection (1) insert—

          "(1A)   The Secretary of State shall, for the purposes set out in subsection (1B), take such steps as he thinks fit to—

          (a) impose conditions on assistance provided under this Act to secure that assistance to a particular country complies with the requirements set out in subsection (1C), and

          (b) encourage other countries and relevant international financial institutions to do likewise.

          (1B)   The purposes set out in this subsection are—

          (a) to promote the economy, efficiency and effectiveness of expenditure within countries arising from assistance under this Act, and

          (b) to reduce corruption in those countries.

          (1C)   The requirements set out in this subsection are that—

          (a) audit of any public expenditure within the country arising from assistance under this Act is carried out by or under the supervision of suitably qualified persons authorised by relevant international financial institutions, undertaken, so far as the Secretary of State deems practicable, in conjunction with those appointed for the purpose of such audit within that country; and

          (b) reports arising from such audit are available to—

          (i) the government of, and parliamentary bodies within, the country,

          (ii) the Secretary of State, and

          (iii) relevant international financial institutions."; and

      (c) after subsection (4), insert—

          "(5)   In this section 'relevant international financial institutions' means those international financial institutions which—

          (a) have as one of their objects economic development, either generally or in any region of the world, and

          (b) are certified for the purposes of this section by the Secretary of State.

          (6)   The Secretary of State shall from time to time lay before each House of Parliament a list of—

          (a) international financial institutions certified for the purposes of this section, and

          (b) countries in respect of which assistance complies with the requirements set out in subsection (1C)."'.

    'The Secretary of State shall include in each annual report an analysis of the costs and benefits accruing to the economy of the United Kingdom as a result of the provision of international aid.'.


Private sector development assistance

    'The Secretary of State shall include in each annual report his assessment of the progress made in increasing the amount of private sector and other non-governmental development assistance provided by United Kingdom organisations.'.


Aid effectiveness of Giftaid

    'The Secretary of State shall include in each annual report his assessment of the effectiveness of Giftaid as a method of increasing the income of United Kingdom charities providing development assistance.'.


Suitability of Millennium Development Goals

To move the following Clause:—

    'Each annual report must include the Secretary of State's assessment of the suitability of the Millennium Development Goals and the indicators in respect of each in achieving an improvement in the quality of life of citizens of the recipient countries and whether goals, targets or indicators need to be amended.'.

To move the following Clause:—

    '(1)   It shall be a duty of the Secretary of State to make a motion for a resolution approving each annual report in the House of Commons, within three months of the report being laid.

    (2)   It shall be a duty of a Minister of the Crown to make a motion for a resolution approving each annual report in the House of Lords, within three months of the report being laid.'.

To move the following Clause:—

    '(1)   The Secretary of State shall include in each annual report observations on the overall appropriateness and value of aid to developing countries, and set out such barriers to development as appear to him to be relevant in the countries to which bilateral aid is provided, for which action might be taken or recommended.

    (2)   Such observations shall include the effects of third party regulations and controls, including those promulgated by the European Community, the World Trade Organisation and the United Nations, which have the effect, whether unintentionally or not, of distorting or hampering development, or of slowing it down.

    (3)   They shall also include observations on the civil and judicial structures in each country provided with bilateral aid, which either assist or hamper the development and enforcement of property rights and the resolution of disputes.'.
