The Secretary of State may by regulations make provision in relation to

 

appeals under this section, including provision as to—

 

(a)    

the time by which an appeal is to be made,

 

(b)    

the manner in which an appeal is to be made,

 

(c)    

the procedure to be followed in connection with an appeal, and

 

(d)    

the matters to be taken into account in deciding whether to allow an

 

appeal.’.
