Within the period of three years beginning with the commencement of any

distribution of vouchers under paragraph (a) subsection (11), the Secretary of

State shall lay before Parliament a report about the effect of that paragraph; and

the report—

must specify the costs incurred by the voucher scheme;

must specify the numbers in receipt of vouchers for each of the three

years;

(c)
must specify the goods and services for which the vouchers can be

exchanged, and any changes in the list of goods and services during the

three years;

(d)
may record opinions.’.
