PRAYERS.

1Death of a Member,—The Speaker made the following communication to the House:

I regret to have to report to the House the death of Mrs Patsy Calton, Member for Cheadle. I am sure that Members on all sides of the House will join me in mourning the loss of a colleague and in extending our sympathy to the honourable Member’s husband, family and friends.

2Natural Environment and Rural Communities Bill,—The Order of the day being read, for the Second Reading of the Natural Environment and Rural Communities Bill;

And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

An Amendment was proposed to the Question, to leave out from the word ‘That’ to the end of the Question and add the words ‘this House declines to give a Second Reading to the Natural Environment and Rural Communities Bill because, whilst making welcome amendments to wildlife protection and rights of way legislation, it nevertheless creates a new public body with far-reaching powers affecting the landscape of England and Wales and rural communities without setting the protection of the natural environment as the priority, without creating a simplified scheme of support for either the environment or rural communities and without any accountability at local or national level; and because it also creates a second public body with no function that cannot be effectively delivered by existing local authorities and by other elected bodies and gives the Secretary of State powers to abolish existing public bodies and to create new public bodies, endowing them with significant powers’, instead thereof.—(Mr Oliver Letwin.)

3Natural Environment and Rural Communities Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Natural Environment and Rural Communities Bill:

Committal

1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 5th July 2005.

3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Natural Environment and Rural Communities Bill, it is expedient to authorise the payment out of money provided by Parliament of—

(1) any expenditure incurred by a Minister of the Crown in consequence of the Act, and

(2) any increase attributable to the Act in the sums payable by virtue of any other Act out of money so provided—(Joan Ryan):—It was agreed to.

5Natural Environment and Rural Communities Bill [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Natural Environment and Rural Communities Bill, it is expedient to authorise the making of provision requiring charges to be paid in respect of licences issued by Natural England—(Joan Ryan):—It was agreed to.

1Violent Crime Reduction Bill,—Mr Secretary Clarke, supported by the Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Secretary Tessa Jowell, Secretary Ruth Kelly and Hazel Blears, presented a Bill to make provision for reducing and dealing with the abuse of alcohol; to make provision about real and imitation firearms, about ammunition and about knives and other weapons; to amend the Football Spectators Act 1989 and the Football (Disorder) Act 2000; to amend the Sexual Offences Act 2003 and section 8 of the Crime and Disorder Act 1998; to amend section 23 of the Children and Young Persons Act 1969; to amend the Mobile Telephones (Re-programming) Act 2002; and for connected purposes: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 10].

Ordered, That the Explanatory Notes relating to the Violent Crime Reduction Bill be printed [Bill 10–EN].

2Opposition Day [1st allotted day],—It being an allotted day at the disposal of the Leader of the Opposition in pursuance of Standing Order No. 14 (Arrangement of public business), the House proceeded to consider Opposition business.

EU Constitution,—A Motion was made, and the Question being proposed, That this House, in the light of the rejection of the EU Constitution by the French and the Dutch people, urges the Government to make clear its intention not to ratify the EU Constitutional Treaty, and instead to pursue a policy of a more decentralised and deregulated Europe, better suited to serving the people of Europe—(Dr Liam Fox);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House’ to the end of the Question and add the words ‘endorses the Statement of 6th June by the Secretary of State for Foreign and Commonwealth Affairs, which set out the Government’s response to the results of the French and Dutch referenda on the EU Constitutional Treaty; recognises that discussions will now take place on the future of the Constitutional Treaty between European leaders collectively; and agrees that the EU should uphold the concept of subsidiarity and pursue greater flexibility and better regulation, and continue the contribution it has made to peace, democracy and prosperity over recent decades for the benefit of the people of Europe’, instead thereof.—(Mr Douglas Alexander.)

4Consumer Credit Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Consumer Credit Bill:

Committal

1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 30th June 2005.

3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

5Consumer Credit Bill [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Consumer Credit Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and Ways and Means resolutions in connection with bills), That, for the purposes of any Act resulting from the Consumer Credit Bill, it is expedient to authorise the payment out of money provided by Parliament of—

(1) any expenditure incurred by a Minister of the Crown or the Office of Fair Trading by virtue of the Act, and

(2) any increase attributable to the Act in the sums payable out of money so provided by virtue of any other Act—(Joan Ryan):—It was agreed to.

6Consumer Credit Bill [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Consumer Credit Bill, it is expedient to authorise—

(1) the imposition of charges on persons who hold licences under the Consumer Credit Act 1974 or who apply or have applied for the issue or renewal of such licences, and
