5Message from the Lords,—A Message was brought from the Lords, as follows:

Tax Law Rewrite Bill (Joint Committee),—The Lords communicate that they have appointed a Select Committee of twelve Lords to join with the Committee appointed by the Commons to consider Tax Law Rewrite Bills, and in particular to consider whether each Bill committed to it preserves the effect of the existing law, subject to any minor changes which may be desirable;

they have ordered that the Committee have power to agree with the Commons in the appointment of a Chairman;

that the quorum of the Committee shall be two;

that the Committee have leave to report from time to time;

that the Committee have power to appoint specialist advisers;

that the Minutes of Evidence taken before the Committee from time to time shall, if the Committee think fit, be printed;

and that the procedure of the Joint Committee shall follow the procedure of Select Committees of the House of Commons when such procedure differs from that of Select Committees of this House, and shall include the power of the Chairman to select Amendments.

6Armed Forces Bill,—The Armed Forces Bill, was according to Order, read a second time.

7Armed Forces Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Armed Forces Bill:

Select Committee

1. The Bill shall be committed to a Select Committee.

2. The Select Committee shall report the Bill to the House on or before Thursday 27th April.

Committee of the whole House, consideration and Third Reading

3. On report from the Select Committee the Bill shall be re-committed to a Committee of the whole House.

4. Proceedings in Committee of the whole House on re-committal, any proceedings on consideration and proceedings on Third Reading shall be completed at one day’s sitting.

5. Proceedings in Committee of the whole House and any proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

6. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion one hour after the commencement of those proceedings or at the moment of interruption on that day, whichever is the earlier.

7. Standing Order No. 83B (Programming committees) shall not apply to proceedings in Committee of the whole House and on consideration and Third Reading.

8. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed—(Mr Alan Campbell):—It was agreed to.

8Armed Forces Bill,—Ordered, That the following provisions shall apply to the Select Committee on the Armed Forces Bill:

1. The Committee shall have 14 members, to be nominated by the Committee of Selection.

2. The Committee shall have power—

(a) to send for persons, papers and records, to sit notwithstanding any adjournment of the House, to adjourn from place to place and to report from day to day the minutes of evidence taken before it;

(b) to admit the public during the examination of witnesses and during consideration of the Bill (but not otherwise); and

(c) to appoint specialist advisers either to supply information not readily available or to elucidate matters of complexity relating to the provisions of the Armed Forces Bill.—(Mr Alan Campbell.)

9Social Security,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Jobseeker’s Allowance (Jobseeker Mandatory Activity) Pilot Regulations 2005, which were laid before this House on 15th November, be approved—(Mr Alan Campbell):—It was agreed to.

10Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Safety of Sports Grounds (Northern Ireland) Order 2005, which was laid before this House on 21st November, be approved—(Mr Alan Campbell):—It was agreed to.

11European Scrutiny,—Ordered, That Rosie Cooper be discharged from the European Scrutiny Committee and Mrs Sharon Hodgson be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

Estate Agents (Independent Redress Scheme) Bill [Lords],—The Lords have passed a Bill to amend the Estate Agents Act 1979 to make provision for independent consumer redress in connection with the sale and purchase of residential property; to which the Lords desire the concurrence of this House.

3Road Traffic Signs (Enforcement Cameras),—Ordered, That leave be given to bring in a Bill to require all road traffic signs which show the routes where enforcement cameras are from time to time in use to include information on the speed limit in force on such routes: And that Dr Nick Palmer, Mr Andrew Tyrie, David Lepper, Mr Fabian Hamilton, Andrew George, Dr Howard Stoate, Mr Rob Wilson, Mr Andy Reed and Mr Paul Truswell do prepare and bring it in.
