I regret to have to report to the House the death of Rachel Squire, Member for Dunfermline and West Fife. I am sure that Members on all sides of the House will join me in mourning the loss of a colleague and in extending our sympathy to the honourable Members family and friends.

And a Motion being made, That the Bill be now read a second time;
Mr Secretary Hain acquainted the House, That he had it in command from the Queen to acquaint the House that Her Majesty, having been informed of the purport of the Bill, has consented to place Her prerogative, so far as it is affected by the Bill, at the disposal of Parliament for the purposes of the Bill.
And the Question being proposed;
An Amendment was proposed to the Question, to leave out from the word That to the end of the Question and add the words this House declines to give a Second Reading to the Government of Wales Bill because there has been inadequate consultation about the electoral arrangements proposed in the Bill; and because the Bill fails to provide for a referendum on the introduction of the Orders in Council mechanisms for conferring enhanced legislative powers on the National Assembly for Wales, instead thereof.(Mrs Cheryl Gillan.)
And the Question being put, That the Amendment be made;
The House divided.

(c) provision relating to the abstraction of water;
(d) alterations to the provision which is now made in the Bill regarding planning permission for development authorised by the Bill which consists of a work other than a scheduled work;
(e) alterations to the provision which is now made in the Bill regarding the application of provisions of the Bill to things authorised by an order under section 1 of the Transport and Works Act 1992;
