The House met at half-past Two o’clock.

1The Speaker’s Absence,—The House being met, the Clerk at the Table informed the House of the unavoidable absence, through illness, of Mr. Speaker from the sittings of the House this week.

5European Standing Committee,—Mr David Marshall reported from a European Standing Committee the following Resolution:

That the Committee takes note of European Union Document No. 15143/05 and Addendum, Commission Communication and Draft Council Regulation on the establishment of a Joint Undertaking to develop the new generation European air traffic management system (SESAR); and endorses the Government’s prudent approach to the Commission’s proposals, as set out in the Explanatory Memorandum.

7Northern Ireland (Miscellaneous Provisions) Bill,—The Northern Ireland (Miscellaneous Provisions) Bill was, according to Order, read a second time.

8Northern Ireland (Miscellaneous Provisions) Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Northern Ireland (Miscellaneous Provisions) Bill:

Committal

1. The following shall be committed to a Committee of the whole House—

(a) Clauses Nos. 1 to 7;

(b) Clauses Nos. 10 to 12;

(c) Clauses Nos. 19 to 22;

(d) Schedule No. 2;

(e) any new Clauses, other than any new Clauses relating to Part 2 or 4 of the Bill;

7. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 27th April 2006.

8. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Proceedings after Committee

9. When the provisions of the Bill considered respectively by the Committee of the whole House and by the Standing Committee have been reported to the House, the Bill shall be proceeded with as if it had been reported as a whole from the Standing Committee.

Consideration and Third Reading

10. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

11. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

12. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

9Northern Ireland (Miscellaneous Provisions) Bill [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Northern Ireland (Miscellaneous Provisions) Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Northern Ireland (Miscellaneous Provisions) Bill, it is expedient to authorise—

(1) the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable by virtue of any other Act out of money provided by Parliament,

(2) the payment out of the Consolidated Fund of any increase attributable to the Act in the sums payable by virtue of any other Act out of that Fund,

(3) the payment out of the National Loans Fund of any increase attributable to the Act in the sums payable by virtue of any other Act out of that Fund, and

(4) the payment of sums into the National Loans Fund—(Mr Vernon Coaker):—It was agreed to.

10Business of the House,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 15 (Exempted business), That at this day’s sitting, proceedings on the Lords Message relating to the Identity Cards Bill may be proceeded with, though opposed, until any hour—(Mr Vernon Coaker):—It was agreed to.

11Identity Cards Bill,—The House, according to Order, proceeded to consider the Lords Message [6th March] relating to the Identity Cards Bill.

A Motion was made, and the Question being put, That this House insists on its disagreement with the Lords in their Amendments Nos. 16 and 22 but proposes the following Amendment in lieu thereof:
