8Fraud Bill [Lords],—The Fraud Bill [Lords] was, according to Order, read a second time.

9Fraud Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme Motions), That the following provisions shall apply to the Fraud Bill [Lords]:

Committal

1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 22nd June 2006.

3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Lords Amendment No. 6.

An Amendment ((a)) was proposed to the Lords Amendment, in line 28, to leave out from the word ‘above’ to end of line 35 and insert the words—

‘(a) is registered to vote, unless under the provision of subsection (3AA) they decline to be so, and

(b) has (so far as circumstances permit) an effective opportunity of exercising from time to time as occasion may require the rights conferred on him by this Act in relation to—

(i) the making and cancellation of appointments of a proxy;

(ii) voting in person, by post or by proxy.

(3AA) A person having a service qualification by virtue of paragraph (a) or (b) of section 14(1) above is entitled to decline to be registered by the appropriate government department if he has registered, or declined to be registered, with his local authority.’, instead thereof.—(Mr Oliver Heald.)

And the Question being put, That the Amendment be made;

17Electoral Administration Bill,—Bridget Prentice reported from the Committee appointed to draw up a Reason to be assigned to the Lords for disagreeing to one of their Amendments to the Electoral Administration Bill, That it had drawn up the following Reason, which it had directed her to report to the House:

The Commons disagree to Lords Amendment No. 8 for the following Reason:

Because it is not appropriate for personal identifiers to be collected as part of the registration process for all purposes.

The Reason was agreed to.
