1First Standing Committee on Delegated Legislation,—Derek Conway reported from the First Standing Committee on Delegated Legislation the draft Pensions Appeal Tribunals (Additional Rights of Appeal) (Amendment) Regulations 2006, and the draft Pensions Appeal Tribunals (Armed Forces and Reserve Forces Compensation Scheme) (Rights of Appeal) Amendment Regulations 2006.

The Lords have agreed to the Childcare Bill with Amendments to which they desire the concurrence of this House.

4Charities Bill [Lords],—The Charities Bill [Lords] was, according to Order, read a second time.

5Charities Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Charities Bill [Lords]:

Committal

1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 13th July 2006.

3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

6Charities Bill [Lords] [Money],—Her Majesty’s Recommendation having been signified to the proposed Motion relating to Charities Bill [Lords] [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Charities Bill [Lords] it is expedient to authorise—

(1) the payment out of money provided by Parliament of—

(a) expenditure incurred by the Charity Commission or a Minister of the Crown by virtue of the Act, and

(b) any increase attributable to the Act in the sums payable out of money so provided under any other Act; and

(2) any increase attributable to the Act in the sums charged on the Consolidated Fund for the purpose of making good to any person sums for which the official custodian for charities may be liable—(Mr Michael Foster):—It was agreed to.

7Defence,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Army, Air Force and Naval Discipline Acts (Continuation) Order 2006, which was laid before this House on 27th April, be approved—(Mr Michael Foster):—It was agreed to.

7Sexually Explicit Material (Regulation of Sale and Display),—A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to establish an Office for the Regulation of the Sale and Display of Sexually Explicit Material; to require the Office to regulate the sale and display of such material; and for connected purposes—(Mrs Claire Curtis-Thomas);

And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nomination of select committees at commencement of public business):—It was agreed to.

8Sexually Explicit Material (Regulation of Sale and Display) Bill,—Mrs Claire Curtis-Thomas accordingly presented a Bill to establish an Office for the Regulation of the Sale and Display of Sexually Explicit Material; to require the Office to regulate the sale and display of such material; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 20th October and to be printed [Bill 200].

9Pensions Reform,—A Motion was made, and the Question being proposed, That this House welcomes the White Paper ‘Security in retirement: towards a new pensions system’ [Cm 6841] as the basis for a consensus on the future of pensions policy.—(Mr Secretary Hutton);

The Question was amended, in line 3, at the end, by adding the words ‘; recognises the importance of consensus in ensuring long-term, affordable and sustainable pension reform; and therefore welcomes the commitment of all major parties in the House to engage in the process of consensus building, while acknowledging that a number of concerns remain to be addressed in the course of that process, including the impact of the projected future level of means-testing on savings behaviour, the design of an auto-enrolled savings scheme, the need to strengthen existing occupational pension provision to reduce the risk of “levelling down” on the introduction of personal accounts and the need to restore public confidence in the fairness and security of the pensions system.’.—(Mr Philip Hammond.)

And the Main Question, as amended, being put;

11Strategy for Sustainable, Competitive and Secure Energy,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 7070/06, European Commission Green Paper: A European Strategy for Sustainable, Competitive and Secure Energy; and endorses the Government’s approach of supporting the Green Paper’s strategy for a more cohesive European Energy Policy—(Mr John Heppell):—It was agreed to.
