3Message from the Lords,—A Message was brought from the Lords, as follows:

Wireless Telegraphy Bill [Lords],—The Lords have passed a Bill to consolidate enactments about wireless telegraphy; to which the Lords desire the concurrence of this House.

4Wireless Telegraphy Bill [Lords],—The Wireless Telegraphy Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 207].

5New Member sworn,—Robert James MacGillivray Neill, Esquire, Member for Bromley and Chiselhurst, was sworn.

6Estimates [3rd allotted day],—The House proceeded, pursuant to Resolution [27th June], to consider the Estimates appointed for consideration under Standing Order No. 145 (Liaison Committee).

Estimates, 2006–07 (Department of Health),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2007, for expenditure by the Department of Health—

(1) further resources, not exceeding £37,417,520,000, be authorised for use as set out in House of Commons Paper No. 1035,

(2) a further sum, not exceeding £38,276,451,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

(3) limits as so set out be set on appropriations in aid—(Liz Blackman);

The Debate was concluded, and the Question necessary to dispose of the proceedings was deferred, pursuant to paragraph (4) of Standing Order No. 54 (Consideration of estimates).

Estimates, 2006–07 (The Electoral Commission),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2007, for expenditure by The Electoral Commission—

(1) further resources, not exceeding £15,334,000, be authorised for use as set out in House of Commons Paper No. 1039,

(2) a further sum, not exceeding £15,777,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

(3) limits as so set out be set on appropriations in aid—(Mr Dave Watts);

And it being Ten o’clock, the Deputy Speaker interrupted the proceedings, and the Question necessary to dispose of proceedings was deferred, pursuant to paragraph (4) of Standing Order No. 54 (Consideration of estimates).

The Deputy Speaker, pursuant to paragraph (5) of Standing Order No. 54 (Consideration of estimates), put the deferred Questions on Estimates, 2006–07.

Estimates, 2006–07: The Electoral Commission

Resolved, That, for the year ending with 31st March 2007, for expenditure by The Electoral Commission—

(1) further resources, not exceeding £15,334,000, be authorised for use as set out in House of Commons Paper No. 1039,

(2) a further sum, not exceeding £15,777,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

(3) limits as so set out be set on appropriations in aid.

7Estimates,—The Deputy Speaker then put the Question required to be put, pursuant to Standing Order No. 55 (Questions on voting of estimates, &c.).

Estimates, 2006–07

Resolved, That, for the year ending with 31st March 2007—

(1) further resources, not exceeding £189,522,522,000, be authorised for use for defence and civil services as set out in House of Commons Paper Nos. 1035, 1037, 1038 and 1039,

(2) a further sum, not exceeding £173,632,056,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs of defence and civil services as so set out, and

(3) limits as set out in House of Commons Paper Nos. 1035, 1038 and 1039 be set on appropriations in aid.

Ordered, That a Bill be brought in upon the foregoing Resolutions: And that the Chairman of Ways and Means, Mr Chancellor of the Exchequer, Mr Stephen Timms, Dawn Primarolo, John Healey and Ed Balls do prepare and bring it in.

8Consolidated Fund (Appropriation) (No. 3) Bill,—John Healey accordingly presented a Bill to authorise the use of resources for the service of the year ending with 31st March 2007 and to apply certain sums out of the Consolidated Fund to the service of the year ending with 31st March 2007; and to repeal certain Consolidated Fund and Appropriation Acts: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 205].

9Adjournment,—Resolved, That this House do now adjourn.—(Mr Michael Foster.)

As I have previously indicated to you, I would wish to retire on 30th September this year, on the 41st anniversary of my first joining the service of the House.

The procedural and management responsibilities which are now combined in the post of Clerk of the House present a formidable challenge. But I have been able to rely on the high quality and commitment of the staff at every level in the House and on the strengths of my fellow members of the Board of Management, who bring a richly diverse range of skills and experience to their work for Parliament. I have also been greatly assisted by the moral and practical support which I have received from you, from the Deputy Speakers, and from your colleagues on the House of Commons Commission.

The House of Commons is a much criticised institution; and its own Members are often as critical as anyone. But whatever its perceived failings, the House remains at the centre of political and public life and is the envy of most other countries in the world. Its durability and occasional bloody-mindedness have made, and continue to make, a crucial contribution to the country’s stability and prosperity. I have never for a moment regretted making my career in the House, and I am very grateful for having had the opportunity to serve as its Clerk.
