PRAYERS.

1First Standing Committee on Delegated Legislation,—Mr David Wilshire reported from the First Standing Committee on Delegated Legislation the draft Adoption and Children Act 2002 (Consequential Amendment to Statutory Adoption Pay) Order 2006, and the draft Maternity and Parental Leave etc. and the Paternity and Adoption Leave (Amendment) Regulations 2006.

2European Standing Committee,—Mr Peter Atkinson reported from a European Standing Committee the following Resolution:

That the Committee takes note of European Union Document No. 5163/06 and Addendum 1, Draft Regulation on type approval of motor vehicles with respect to emissions and on access to vehicle repair information, amending Directive 72/306/EEC and Directive ../../EC; endorses the Government’s support for a package of measures to reduce vehicle emissions substantially, leading to improvements to health and the environment, whilst allowing appropriate flexibility for industry in the short-term; and further notes that the Government will keep under review the costs and impacts of the proposal, so that it can continue to seek the right balance between environmental and other benefits and burdens on industry.

The Lords have agreed to the Consolidated Fund (Appropriation) (No. 3) Bill, without Amendment.

The Lords agree to the Amendments made by this House to the Commons Bill [Lords], without Amendment.

Piped Music and Showing of Television Programmes Bill [Lords],—The Lords have passed a Bill to provide for the Secretary of State to draw up a plan to prohibit piped music and the showing of television programmes in the public areas of hospitals and on public transport; and to require the wearing of headphones by persons listening to music in the public areas of hospitals and on public transport; to which the Lords desire the concurrence of this House.

4Compensation Bill [Lords],—The House, according to Order, proceeded to consider the Compensation Bill [Lords], as amended in the Standing Committee.

A Clause (NC13) (Mesothelioma: damages)—(Bridget Prentice)—brought up, read the first and second time, and added to the Bill.

Another Clause (NC1) (Specified conditions for exemption)—(Mr Oliver Heald)—brought up and read the first time.

Question put, That the Clause be read a second time.

1Regulatory Reform,—Andrew Miller reported from the Regulatory Reform Committee the following Resolution:

That the draft Regulatory Reform (Agricultural Tenancies) (England and Wales) Order 2006, which was laid before this House on 5th July, should be approved.

The Committee came to this Resolution without a Division.

2Message from the Lords,—A Message was brought from the Lords, as follows:

The Lords have agreed to the Housing Corporation (Delegation) etc. Bill, without Amendment.

3Registration Service Bill,—The Order for reading the Registration Service Bill a second time this day was read and discharged.

Bill to be read a second time on Friday 20th October.

4Food Labelling,—Ordered, That leave be given to bring in a Bill to introduce a uniform system for the labelling of food and drinks retailed in England and Wales to show the quantity of salt, sugar and fats they contain; and for connected purposes: And that Mr David Amess, Dr Richard Taylor, Mr Ronnie Campbell, Sandra Gidley, Dr Howard Stoate, Bob Russell, Jim Dowd, Charlotte Atkins, David Taylor, Mike Penning, Jeremy Corbyn and Dr Doug Naysmith do prepare and bring it in.

10Government of Wales Bill,—Nick Ainger reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Government of Wales Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

The Commons disagree to Lords Amendment No. 3 for the following Reason:

Because it is not desirable that, at any election of Assembly members, a person should be both a candidate to be an Assembly constituency member and a candidate to be an Assembly regional member.

The Commons disagree to Lords Amendment No. 17 for the following Reason:

Because it is desirable that an Order in Council under Clause 94 should be able to include any provision having retrospective effect which appears appropriate.

The Commons disagree to Lords Amendment No. 21 for the following Reason:

Because it is desirable that an order under Clause 149 should be able to include any provision having retrospective effect which appears appropriate.

The Commons disagree to Lords Amendment No. 22 for the following Reason:

Because it is desirable that an Order in Council under Clause 150 should be able to include any provision having retrospective effect which appears appropriate.

Because it is important that the Secretary of State should have discretion to refuse to lay before Parliament an Order in Council for a referendum about the commencement of the Assembly Act provisions which has been requested by the National Assembly for Wales.

6Home Information Packs,—A Motion was made, and the Question being proposed, That this House expresses profound concern at the lack of adequate preparation made for the introduction of the Government’s Home Information Packs (HIPs); is further concerned at the failure on the part of the Government to provide a substantive pilot scheme; acknowledges the misgivings of various professional organisations; registers grave concern about the failure of HIPs to include reliable information on electrical safety, flood risk and contaminated land; fears that the cost of providing a HIP could be as high as £1,000; asserts that valuations and surveys will still be required, particularly for first-time buyers, increasing the cost of buying and selling a home; and notes that independent economic experts have warned of a negative impact on the economy arising from the introduction of HIPs—(Michael Gove);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House’ to the end of the Question and add the words ‘believes that reforms to home buying and selling need to be designed around the interests of consumers; further believes that Home Information Packs (HIPs) will cut waste and duplication and speed up transactions for consumers; applauds the proposed inclusion in HIPs of Energy Performance Certificates which will give buyers and sellers vital information about the energy efficiency of homes and practical suggestions about how to cut fuel bills and carbon emissions; welcomes the Government’s intention to carry out further testing of HIPs; and notes that the Government is working with industry to encourage the successful voluntary take-up of Home Condition Reports, retaining the option of a mandatory approach to ensure widespread take-up, and thus maximising the benefit for consumers’, instead thereof.—(Yvette Cooper.)
