That the Committee takes note of European Union Document No. 10014/06, Draft Council Regulation laying down rules for voluntary modulation of direct payments provided for in Regulation (EC) No. 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, and amending Regulation (EC) No. 1290/2005; and welcomes the voluntary modulation proposal as a means of providing additional funding for rural development programmes in the United Kingdom which will help meet the Governments commitment to sustainable rural development; but supports the Government in wanting to ensure that the voluntary modulation rules operate in a way appropriate to the needs of the United Kingdom.
