Memorandum submitted by Mr Craig Reedie CBE

  Following the initial day of evidence on l8 October I hope it will be helpful to the Committee if I outline some of the rights and responsibilities of the International Olympic Committee in connection with the organisation of the 2012 Olympic Games.

GENERAL

  The International Olympic Committee are the rights holder of all rights to the Games and these are "franchised" to the London Olympic Organising Committee under the Host City Contract signed by the IOC, the BOA and the Mayor of London. The IOC are much more involved than ever before in the preparation for a Games via their Olympic Games Department run by the Olympic Games Executive Director. The IOC appoints a Coordination Commission which will meet with LOCOG on a twice yearly basis and there will be regular meetings with IOC Staff between Co-ordination Commission meetings. The IOC have developed a sophisticated transfer of knowledge system and much excellent advice and guidance is made available to LOCOG, almost on a daily basis.

OLYMPIC CHARTER

  Under the Olympic Charter the Games are awarded to a City, not to a Country. All sports on the programme should be held in the City selected with the regular exception of Sailing and the agreed exception of Football which is always spread around the Country.

HOST CITY CONTRACT

  After each edition of the Game the IOC reviews the terms of the Host City Contract and alters this in the light of the most recent experience. The Contract for London in 2012 deals in detail with the problems of ambush marketing. The IOC are very concerned to offer their world wide partners the protection in the Host City and Country which is guaranteed under the long running contracts with these partners. This area of activity becomes more complicated with each Games experience.

PREPARATION CAMPS

  A number of the National Olympic Committees around the world will wish to come to Britain before 2012 for training purposes. There is no commitment on behalf of LOCOG to provide facilities, although this may become a feature of a London Games. At the moment LOCOG will probably restrict its efforts to creating an inventory of available facilities as an information service to these NOCs and the inventory will almost certainly list facilities in every part of the country.
