Memorandum submitted by Confédération Internationale des Betteraviers Européens (International Confederation of European Beet Growers)

  Due to the great diversity of our members, it is very difficult for CIBE to give evidence (on behalf of ALL its members) on the key points mentioned in your press notice.

  Please find herewith CIBE's position on the following key points:

    —  the extent and timescale of the proposed price reductions:

    the price reductions go too far and come too quickly;

    —  the extent to which the proposed reductions in price will be transmitted to the consumer:

    CIBE does not believe that the proposed reductions will be transmitted to the final consumer—the price reductions will be captured by the second transformation industry (manufacturers of sweets, soft drinks and other sugar containing products) and by the distributors (supermarket chains);

    —  the proposed arrangements for compensating EU producers:

    CIBE considers it vital that the compensations be attributed to the beet growers rather than be distributed to ALL agricultural producers—the beet growers are in fact the ones who will suffer from the reduction in earnings from sugar beet;

    —  the changes to the quota arrangements:

    on this key point, the interests of our members diverge.
