Background
1. Each year the Commission produces a Work Programme
for the following calendar year, containing both legislative and
non-legislative proposals. The previous Committee considered the
2005 Work Programme in March 2005 and made a separate Report on
it.[1] Each Work Programme
is preceded by an Annual Policy Strategy, and we reported on the
Annual Policy Strategy for 2006 in July 2005.[2]
2. Since the Seville European Council of June 2002,
the two Presidency countries for a particular calendar year have
presented to the Council a paper containing their main objectives
for the Council's work. The first such paper to be deposited in
Parliament was the programme for 2005 by the Luxembourg and United
Kingdom Presidencies: we reported on this in February and March
2005.[3] We thought it
convenient this year to report on the Commission and Council programmes
together.
