5. BRITISH EMBASSY IN MOSCOW:
Letter to the Parliamentary Relations and Devolution Team, Foreign and Commonwealth Office, from the Clerk of the Committee, 9 February 2006


  At its meeting yesterday, the Committee considered reports of alleged undiplomatic activities by British officials accredited to the Embassy in Moscow.

  The Committee has asked me to seek answers to the following questions:

    —  Are all funds from which grants are made to Russian NGOs accounted for under the FCO Vote? In particular, are any such grants made from funds which are accounted for under the Secret Vote?

    —  What consideration has the FCO given to the risks implicit in the use of diplomatic positions which involve regular contact with human rights NGOs or activists as cover for covert activities?

  I would appreciate a response on or before Monday 6 March.
