Further supplementary information submitted by the Home Office

  I would like to clarify one of the responses I made at my appearance before the Home Affairs Select Committee on 25 October. Nick Herbert asked whether I was "in favour of the proposal in the Carter Report about income-related fines for low risk offenders". In reply, I realise now that I may have given the mistaken impression that the Government was not committed to the introduction of a new fine scheme ("day fines"), as recommended by Patrick Carter. This is not the case. The introduction of a new fines scheme is Government policy and we intend to introduce legislative proposals in due course.
