4.  Supplementary evidence submitted by the Probation Boards' Association

  During John Raine's evidence to the Committee on 29 November 2005, the Committee requested further information about the composition local Probation Boards and the extent to which this is representative of local communities.

  In response to this request, I am pleased to enclose the following background documents:

  *The Regulations (SI 3342) which set out the requirements for the size, appointment and composition of Boards[5] (not printed).

  *A PBA summary paper on Boards, which includes a section on size and membership that draws from SI 3342, produced in August 2004 for the then Chief Executive of NOMS.

  *The current Home Office Competency Framework for Board Chairs and Members, which includes a requirement for Chairs and other Members to "Demonstrate knowledge and understanding of local communities and their service delivery needs" (see Section 5).

  In practice, it is certainly the PBA's experience that Boards are genuinely representative of their local communities and this is amply demonstrated in the enclosed extracts taken from various Boards' web sites (not printed).

  I do hope this information is of help to the Committee.
