I learn with alarm that the Thames Valley Health
Authority has taken a decision to invite private bids for the
administration of the Oxfordshire Primary Care Trust. I further
understand that this decision was made without any consultation
with the public or with staff within the NHS.
I have to say that this situation beggars belief.
As the purchasing authority the effect of privatising the PCT
will be for the private sector to control, regulate and fund the
health services in the region. Since many of these services are
themselves contracted out, it would seem that there is a danger
of the private sector regulating itself.
I understand that the decision can now only
be reversed by the Secretary of State, Patricia Hewitt, to whom
I will also be writing. However, as your committee will be looking
into the changing role of the PCTs I thought it would be appropriate
and, I hope, helpful, for you to hear my concerns.
