WAY OF WORKING: GENERAL CONDITIONS FOR ALL REVIEW TEAMS AND INDEPENDENT ADVISERS

  There will be common set of agreed terms of conditions which will apply across all FSU review programme work:

    —  all those working on the review will need to be briefed on general security surrounding government and No 10 as relevant, and will be subject to the normal security measures, including personal security "vetting" and signing the Official Secrets Act;

    —  the advice offered to the Prime Minister and the relevant Secretaries of State will be confidential until/unless they are decided otherwise;

    —  in addition, advisers and others working on the review programme should not speak about the content of their work publicly without agreement;

    —  advisers may not take related employment in the review area, for at least 12 months after completion of their work, without prior consultation with the Director of the FSU.

  Terms for advisers to the PM/FSU

    —  Individual advisers will normally be appointed for 12 months in the first instance;

    —  The PM strategy adviser will be appointed for three years with the option for review after 12 months;

    —  The positions will be unpaid; but reasonable expenses related to the work of the PM/FSU will be reimbursed.
