 40. Part 6 is not your department. Mr Troy will speak on that. That goes all the way through to page 24 where we get into non-contentious areas. That is Clause 34. Let us go through to 37, 38 or let us call it Part 8. Those are either usual or tidying up provisions which we will not labour the Committee with unless the Committee want more detail.

(Mr Lester) Indeed.

 42. MR CLARKSON: Does the Committee have any questions?

 43. CHAIRMAN: Any questions?

 44. DAVID MUNDELL: I want to ask all of the clauses where objection were removed or amended as requested what would the Bill as left achieve, would it still be worthwhile achieving the limited number of things?

(Mr Lester) We would clearly have to consider that because effectively all the Bill would leave us with is filming and although filming is very important the question of whether we should go through the rest of the parliamentary procedure is something we would have to take advice on.

MR GORDON BELL, Sworn

Examined by MR CLARKSON

 48. MR CLARKSON: Mr Bell, please, who will speak on Clause 10 and do the same exercise. It would be useful to have the black folder. You are Gordon Bell, is that correct?

(Mr Bell) I am.

 49. You are a parking engineer with the London Borough of Richmond on Thames, with 20 years experience in parking management and enforcement, elected council member in the British parking association, a body represented companies public authorities with an interest in parking and a member of the Institution of Highways and Transportation?

(Mr Bell) That is correct.

 50. I am going to do exactly the same with you, Mr Bell, I will ask you explain the clause or the clauses. I think it is Tab 10 to explain it to the Committee what the problem is.

 51. CHAIRMAN: Which clause are we dealing with at the moment?

 52. MR CLARKSON: Ten and Tab 10 as well.

(Mr Bell) The intent of this clause is to continue to enforce a ban on the overnight parking of heavy vehicles, mainly commercial vehicles but buses and coaches as well, which is in place at the moment in all of London except the London Borough of Hounslow. The ban currently applies through separate traffic management orders made by each local authority and the ban operates in all areas except one between 6.30 at night and 8am the following day. The exception is the Royal Borough of Kensington and Chelsea, where the ban also applies all day Sunday.

 53. Yes.

(Mr Bell) The purpose of the Clause is to enable the authorities to continue to enforce this ban with exactly the same controls, no additions whatsoever, but without the need to place on every street within a control area and indeed on each side of every street a sign which I think you have as Photo 3.

 54. Have you got the photographs there?

 55. CHAIRMAN: Page 25.

(Mr Bell) I have not got the copy.

 56. I see. Page 27, would be the one you are referring to.

 57. MR CLARKSON: Take us through, would you, from 25 forward, and use those illustrations to tell the Committee what the point is.

(Mr Bell) The photograph on page 25 is the sign that is placed on the entry into what is effectively a controlled parking zone and the controlled parking zone is the one that bans, in this case, commercial vehicles over five tons maximum gross weight and that is indicated on the sign and the times for control are on the bottom of the sign. Now, generally, these signs are all the way around London because, as I said, most of the London local authority areas have this ban in place.

 58. CHAIRMAN: So the proposal, just to cut a long story short, is to retain the signs at the entrance and on the reverse the signs at the exit to remove the need for the third one.

 59. MR CLARKSON: Spot on.

(Mr Bell) That is absolutely right.
