Supplementary memorandum submitted by the Scottish Minister for Tourism, Culture and Sport

  At the Scottish Affairs Committee meeting on 13 December, I undertook to write with details of the Sport 21 targets.

  Sport 21, Scotland's strategy for sport to 2020, was developed by sportscotland following extensive consultation with local authorities, sports governing bodies and other key partners at national, regional and local levels. The overarching target of Sport 21 is that by 2020, 60% of adult Scots will take part in sport at least once a week. The plan for the period 2003-07, however, contains 11 targets which are intended to underpin this ambition.

  The 11 targets have been endorsed by all the key partners responsible for the delivery of sport and the strategy's implementation. Details of the targets are set out in the annex to this letter. It is important to note that statistical evidence on progress towards the targets is currently only available to 2004, the first year of the strategy. We have always accepted that progress towards the participation targets would be slow during 2003 to 2005 and gain greater momentum during 2006 and 2007.

  As I mentioned at the meeting, we have commenced a review of Sport 21 to determine objectives for the period to 2015. The revised strategy will focus on the delivery of priorities including participation rates.

  I believe that this will result in clearer priorities and milestones for each partner, including local authorities, and give fresh impetus in the drive to close the gap in participation in sport.

SPORT 21 2003-07: THE NATIONAL STRATEGY FOR SPORT IN SCOTLAND

TARGETS

  Target 1    80% of primary school children will be physically active.

  Target 2    We will have made progress toward all schoolchildren taking part in at least two hours of high quality physical education classes a week.

  Target 3    85% of those aged 13-17 will take part in sport in addition to the school curriculum, more than once a week.

  Target 4    49% of those aged 14 plus in Social Inclusion Partnership areas will take part in sport at least once a week.

  Target 5    55% of those aged 17-24 will take part in sport more than twice a week.

  Target 6    43% of those aged 45-64 will take part in sport at least once a week.

  Target 7    Over 250 Scots will have been medallists on the world stage.

  Target 8    Scotland will have over 500 sports halls available to the public so that 70% of Scots have access to a hall within 20 minutes walk.

  Target 9    Over one million Scots will play sport in membership of clubs.

  Target 10  Scotland will sustain 150,000 volunteers who are contributing to the development and delivery of Scottish sport.

  Target 11  Every local authority area's community planning process will have contributed to the targets of Sport 21 2003-07.
