Supplementary memorandum submitted by
the Department for Transport
"The Stategic Rail Authority's fares review,
published in June 2003, considered all aspects of fares regulation,
and concluded amongst other things that the regulation of Saver
Returns (a leisure fare introduced by British Rail in the 1980s)
had caused overcrowding on many long-distance trains and had constrained
the introduction of more innovative, customer-focused fares structures.
DfT is reviewing Saver regulation but no decision has yet been
made."
