OFFENDER MANAGEMENT BILL: Second Reading.

   That this House declines to give a Second Reading to the Offender Management Bill because, whilst it is of vital importance to ensure the effectiveness of the management of offenders in reducing recidivism and protecting the public, the Bill introduces unnecessary and costly bureaucratic reorganisation and centralisation rather than addressing fundamental issues of staff morale and inadequate frontline resources; weakens accountability and the responsiveness of the service to the community by imposing processes of contestability; and distracts from the urgent need to strengthen collaboration among the Probation Service, the police, the Prison Service and other agencies in the public, voluntary and private sectors.
Debate may continue until 10.00 p.m.

OFFENDER MANAGEMENT BILL (PROGRAMME)

   That the following provisions shall apply to the Offender Management Bill:
Committal
   1.   The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
   2.   Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 25th January 2007.
   3.   The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
   4.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
   5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
   6.   Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.
Other proceedings
   7.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.

OFFENDER MANAGEMENT BILL [MONEY]: Queen’s Recommendation signified.

   That, for the purposes of any Act resulting from the Offender Management Bill it is expedient to authorise the payment out of money provided by Parliament of,—

    (1)     any sums required by the Secretary of State in connection with the making and implementation of arrangements for the provision of probation services;
    (2)     any other expenditure incurred by the Secretary of State by virtue of the Act; and
    (3)     any increase attributable to the Act in the sums payable by virtue of any other Act out of money so provided.
