OFFENDER MANAGEMENT BILL: Second Reading.
[Until 10.00 p.m.]
That this House declines to give a Second Reading to the Offender Management Bill because, whilst it is of vital importance
to ensure the effectiveness of the management of offenders in reducing recidivism and protecting the public, the Bill introduces
unnecessary and costly bureaucratic reorganisation and centralisation rather than addressing fundamental issues of staff morale
and inadequate frontline resources; weakens accountability and the responsiveness of the service to the community by imposing
processes of contestability; and distracts from the urgent need to strengthen collaboration among the Probation Service, the
police, the Prison Service and other agencies in the public, voluntary and private sectors.

Debate may continue until 10.00 p.m.
