Digital Switchover (Disclosure of Information) Bill


RESOLUTION OF THE PROGRAMMING SUB-COMMITTEE

       The Programming Sub-Committee appointed by the Speaker in respect of the Bill agreed the following Resolution at its meeting on Thursday 11th January (Standing Order No. 83C).

       That—

        (1) the Committee shall (in addition to its first meeting at 10.30 a.m. on Tuesday 16th January) meet—

        (a) at 4.00 p.m. on Tuesday 16th January;

        (b) at 9.00 a.m. and 1.00 p.m. on Thursday 18th January;

        (2) the proceedings shall (so far as not previously concluded) be brought to a conclusion at 4.00 p.m. on Thursday 18th January.

       Mr Shaun Woodward has given notice of his intention to move a motion in the terms of the Resolution of the Programming Sub-Committee [Standing Order No. 83C].

       That, subject to the discretion of the Chairman, any written evidence received by the Committee shall be reported to the House for publication.

Clause 3, page 3, line 6, leave out from ‘section’ to ‘he’ in line 11 and insert ‘if at the time of the alleged offence he believed—

        ‘(a) that he was making the disclosure in question with lawful authority, or (b) that the information in question had previously been disclosed to the public with lawful authority,

NEW CLAUSES

Switchover help scheme

    To move the following Clause:—

      ‘(1) The Secretary of State shall make regulations about any switchover help scheme.

      (2) The regulations shall specify or provide criteria for determining eligibility under any such scheme.

      (3) Regulations under this section—

        (a) shall be made by statutory instrument, and

        (b) may not be made unless a draft has been laid before and approved by resolution of each House of Parliament.’.


Commencement and duration

    To move the following Clause:—

      ‘(1) Section 1 shall come into force on such day as the Secretary of State may by order appoint.

      (2) No information may be disclosed under section 1 after the end of the initial period.

      (3) In this section “the initial period”, means the period of six years beginning with the day on which section 1 comes into force.’.

      ‘The Secretary of State shall annually lay before Parliament a report on the progress of any digital switchover help scheme.’.


ORDER OF THE HOUSE [18TH DECEMBER 2006]

       The following provisions shall apply to the Digital Switchover (Disclosure of Information) Bill:

Committal

        1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

        2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 18th January 2007.

        3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

        4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

        5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

        6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

        7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.
