    To move the following Clause:—

      ‘The Secretary of State shall, at the request of any licence fee payer, disclose the proportion of the licence fee which has been used to fund the switchover help scheme in each financial year.’.

    To move the following Clause:—

      ‘(1) Section 1 of this Act shall cease to have effect in specified regions on a date which the Secretary of State shall by regulation define.

      (2) For the purpose of this Section “specified regions” shall be such areas as the Secretary of State shall by regulation define.’.

    To move the following Clause:—

      ‘(1) Section 1 shall come into force on such day as the Secretary of State may by order appoint.

      (2) No information may be disclosed under section 1 after the end of the intial period.

      (3) In this section “the initial period”, means the period of ten years beginning with the day on which section 1 comes into force.’.

      ‘This Act shall not come into force until one month after the switchover help scheme is agreed between the BBC and the Secretary of State.’.


Information on energy demand from switchover functions

    To move the following Clause:—

      ‘(1) It shall be the duty of any person who establishes a switchover help function or switchover help scheme to provide information to the Secretary of State regarding—

        (a) the effect that scheme will have on domestic energy demand, and

        (b) the steps that have been taken to ensure the effect on energy demand is reduced to the lowest possible level.

      (2) Information provided under subsection (1) above shall in particular have regard to energy consumption while in standby mode of any digital equipment that will be used as a result of such a scheme.

      (3) In this section “standby mode” means a state where equipment is not receiving broadcasts, but is still using electricity.’.

      ‘(2A) A local authority, or in Northern Ireland, a Health and Social Services Board may, at the request of a relevant person, supply a relevant person with visual impairment information for use (by the person to whom it is supplied or by another relevant person) in connection with switchover help functions.’.

      ‘(2A) Local authorities may, at the request of a relevant person, supply a relevant person with information on the persons registered as blind or partially-sighted in their area for use (by the person to whom it is supplied or by another relevant person) in connection with switchover help functions.’.

      ‘(3A) “Visual impairment information” means information of a prescribed description about persons who—

        (a) are registered as blind or partially sighted in a register maintained by or on behalf of a local authority in England or Wales under section 29 of the National Assistance Act 1948 (c. 29) (welfare services),

        (b) have been certified as blind or partially sighted in Scotland and in consequence are registered as blind or partially sighted in a register maintained by or on behalf of a local authority in Scotland, or

        (c) have been certified as blind in Northern Ireland and in consequence are registered as blind in a register maintained by or on behalf of a Health and Social Services Board in Northern Ireland.’.

      ‘“local authority” means—

      (a) in relation to England—

(i) a county council, (ii) a district council for an area in relation to which it has the functions of a county council, (iii) a London borough council, (iv) the Common Council of the City of London, in its capacity as a local authority, or (v) the Council of the Isles of Scilly,

      (b) in relation to Wales, a county council or a county borough council, and

      (c) in relation to Scotland, a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994 (c. 39);’

ORDER OF THE HOUSE [18TH DECEMBER 2006]

       The following provisions shall apply to the Digital Switchover (Disclosure of Information) Bill:

Committal

        1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

        2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 18th January 2007.

        3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

        4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

        5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

        6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

        7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.
