The Secretary of State shall make regulations about any switchover help scheme.

 

(2)    

The regulations shall specify or provide criteria for determining eligibility under

 

any such scheme.

 

(3)    

Regulations under this section—

 

(a)    

shall be made by statutory instrument, and

(b)    

may not be made unless a draft has been laid before and approved by

 

resolution of each House of Parliament.’.

the day on which section 1 comes into force.’.
