‘(1)    

Section 1 shall come into force on such day as the Secretary of State may by order

 

appoint.

 

(2)    

No information may be disclosed under section 1 after the end of the intial period.

 

(3)    

In this section “the initial period”, means the period of ten years beginning with

 

the day on which section 1 comes into force.’.

‘(1)    

It shall be the duty of any person who establishes a switchover help function or

 

switchover help scheme to provide information to the Secretary of State

 

regarding—

 

(a)    

the effect that scheme will have on domestic energy demand, and

 

(b)    

the steps that have been taken to ensure the effect on energy demand is

 

reduced to the lowest possible level.

 

(2)    

Information provided under subsection (1) above shall in particular have regard

 

to energy consumption while in standby mode of any digital equipment that will

 

be used as a result of such a scheme.

 

(3)    

In this section “standby mode” means a state where equipment is not receiving

 

broadcasts, but is still using electricity.’.

National Assistance Act 1948 (c. 29) (welfare services),

 

(b)    

have been certified as blind or partially sighted in Scotland and in

 

consequence are registered as blind or partially sighted in a register

 

maintained by or on behalf of a local authority in Scotland, or

 

(c)    

have been certified as blind in Northern Ireland and in consequence are

 

registered as blind in a register maintained by or on behalf of a Health and

 

Social Services Board in Northern Ireland.’.
