    To move the following Clause:—

      ‘The provisions of this Act shall not have effect until HM Treasury and the Scottish Executive have carried out a joint evaluation of the effects of the Planning-Gain Supplement in Scotland, including its effect on agreements under section 75 of the Town and Country Planning (Scotland) Act 1997.’.

      ‘This Act ceases to have effect on 1st May 2008, unless HM Treasury has announced before that date its intention to introduce legislation to impose a Planning-Gain Supplement.’.

Page 1, line 10 [Clause 1], at end add—

      ‘(4) No expenditure shall be incurred under section 1 earlier than 90 days after the conclusion, on 28th February 2008, of the consultation exercises on the implementation of the Planning-Gain Supplement.’.

ORDER OF THE HOUSE [15TH JANUARY 2007]

       That the following provisions shall apply to the Planning-gain Supplement (Preparations) Bill:

Committal

        1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

        2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 1st February 2007.

        3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

        4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

        5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

        6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

        7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.

(NO. 2)

Mr Chancellor of the Exchequer

       The the Order of 15th January 2007 (Planning-gain Supplement (Preparations) Bill (Programme)) be varied as follows:

        1. Paragraph 4 and 5 of the Order shall be omitted.

        2. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion two hours after their commencement.

        3. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion one hour after their commencment).
