‘The provisions of this Act shall not have effect until HM Treasury and the

 

Scottish Executive have carried out a joint evaluation of the effects of the

 

Planning-Gain Supplement in Scotland, including its effect on agreements under

 

section 75 of the Town and Country Planning (Scotland) Act 1997.’.
