To

Make requirements about the monitoring of measures to address the effects of

climate change; and for connected purposes. 

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and

consent of the Lords Spiritual and Temporal, and Commons, in this present

Parliament assembled, and by the authority of the same, as follows:—

Duty to monitor measures taken to address effects of climate change

(1)   

It shall be the duty of the Secretary of State to monitor the measures taken in

the United Kingdom to address the effects of climate change on the

environment of the United Kingdom.

(2)   

In this section “the environment” includes—

(a)   

the natural environment on land, in the air and in the sea, and

(b)   

the built environment.

Annual report to Parliament

(1)   

The Secretary of State must lay before Parliament each year a report on the

measures referred to in section 1(1).

(2)   

Before laying such a report the Secretary of State must consult—

(a)   

other Ministers of the Crown,

(b)   

the Scottish Executive,

(c)   

the Welsh Ministers,

(d)   

the Northern Ireland departments.

(3)   

The first such report must be laid within one year of the passing of this Act.

(4)   

A report under subsection (1) must include—

(a)   

an analysis of the efficacy of measures intended to address the effects

of climate change on the environment of the United Kingdom which

have already been implemented, and

(b)   

an analysis of the estimated efficacy of such measures which are

proposed to be implemented.

(5)   

The Secretary of State must, within two months of the publication of a report

under subsection (1), make a motion in the House of Commons for the

approval of the report.

(6)   

A Minister of the Crown must make a motion in the House of Lords for the

approval of a report under subsection (1).

3       

Report by Comptroller and Auditor General

The Comptroller and Auditor General must, within 90 days of the publication

of a report under section 2(1), lay before Parliament an assessment of the

validity of any assumptions or statistics on which the report is based.

Expenses

There shall be paid out of money provided by Parliament—

(a)   

any sums to be paid by the Secretary of State for or in connection with the

carrying out of his functions under this Act; and

(b)   

any increase attributable to this Act in the sums which are payable out of

money so provided under any other Act.

5       

Short title and extent

(1)   

This Act may be cited as the Climate Change (Effects) Act 2007.

(2)   

This Act extends to—

(a)   

England and Wales,

(b)   

Scotland, and

20

(c)
