      ‘(3) This section shall cease to apply at the end of a period of five years from—

        (a) the date on which the Act comes into force, or

        (b) the date on which an order under this section is made unless, before that date, the Secretary of State by order prescribes that it shall continue to apply for a further period of five years.

      (4) No order may be made by the Secretary of State under this section unless a draft of it has been laid before Parliament and approved by a resolution of each House.
