Resolution of the Programming Sub-Committee

 

The Programming Sub-Committee appointed by the Speaker in respect of the Bill

 

agreed the following Resolution at its meeting on Thursday 12th July (Standing Order

 

83C):

 

That—

 

(1)  

the Committee shall (in addition to its first meeting at 10.30 a.m. on Tuesday

 

17th July) meet—

 

(a)  

at 4.00 p.m. on Tuesday 17th July;

 

(b)  

at 9.00 a.m. and 2.00 p.m. on Thursday 19th July;

 

(2)  

the proceedings shall be taken in the following order: Clauses 1 and 2;

 

Schedule 1; Clause 3; Schedule 2; Clause 4; new Clauses; new Schedules;

 

remaining proceedings on the Bill;

 

(3)  

the proceedings shall (so far as not previously concluded) be brought to a

 

conclusion at 4.00 p.m. on Thursday 19th July.

 

Bridget Prentice has given notice of her intention to move a motion in the terms of the

NEW CLAUSE

 

Registration of marriages to be held abroad

To move the following Clause:—

 

‘(1)    

Any resident British national intending to contract a marriage abroad must, at

 

least six weeks prior to the date of the intended marriage, register the names and

 

addresses of the parties to the intended marriage with the Registrar, at the nearest

 

registry office, failing which the existence of the marriage will not be recognised

 

as valid within the United Kingdom.

 

(2)    

The Registrar may refuse to allow the registration of any such intended marriage

 

if he has reasonable cause to suspect that the marriage is not being entered into

 

without the free and full consent of the person seeking to make the registration.’.

 

 

Order of the House [10th JULy 2007]

 

That the following provisions shall apply to the Force Marriage (Civil Protection) Bill

 

[Lords]:

 

Committal

 

1.    

The Bill shall be committed to a Public Bill Committee.

 

Proceedings in Public Bill Committee

 

2.    

Proceedings in the Public Bill Committee shall (so far as not previously

 

concluded) be brought to a conclusion on Thursday 19th July 2007.

 

3.    

The Public Bill Committee shall have leave to sit twice on the first day on

 

which it meets.

 

Consideration and Third Reading

 

4.    

Proceedings on consideration shall (so far as not previously concluded) be

 

brought to a conclusion one hour before the moment of interruption on the

 

day on which those proceedings are commenced.

 

5.    

Proceedings on Third Reading shall (so far as not previously concluded) be

 

brought to a conclusion at the moment of interruption on that day.

 

6.    

Standing Order No. 83B (Programming committees) shall not apply to

 

proceedings on consideration and Third Reading.

 

Other proceedings

 

7.    

Any other proceedings on the Bill (including any proceedings on

 

consideration of any message from the Lords) may be programmed.
